Dr. Wolpert will discuss India’s strategic partnership with the United State and the terrorist threats the country faces. He will pay special attention to India-Pakistan relations and their long-standing conflict over Kashmir. Wolpert will consider both the nightmare scenario of nuclear conflict between these two countries as well as suicide bombings, and the prospects for peace and progress. The speaker will also analyze the implications that India’s emergence as a world nuclear and economic power have for the United States and New Mexico. ABQ Museum of Art & History, Special Events area, 3 PM. A dinner with the speaker after the lecture. April 18 (Sun) – RUSSIA: RISING AMBITIONS, GROWING CHALLENGES by Dr. Allen C. Lynch Director of the Center for Russian and East European Studies, University of Virginia The lecture will reflect on the growing gap between Russia’s rising ambitions and assertiveness in the international arena, the country’s economic growth, and oil and gas wealth, on the one side, and shrinking human and natural resources, on the other. Dr. Lynch will answer the broader question whether Russia has the social and economic foundation she needs to maintain her status as a great power in the international arena. May 14 (Fri), 3 PM – NUCLEAR NON-PROLIFERATION The prospect of Iran becoming a nuclear weapons state; the possibility that a terrorist group will gain access to nuclear weapons or to other weapons of mass destruction; or the prospect of an increasingly destabilized Pakistan--a nuclear armed country-- all make avoiding nuclear proliferation one of America's highest priorities. How can diplomacy prevent the spread of nuclear weapons? Specifically what progress has president Obama and the administration made in negotiating a successor to START I treaty with Russia? What impact, if any, will an evolving US-Russia relationship have on an Iranian nuclear program? What are the lessons to be learned from the experience of negotiating a successor to START I treaty, and is there a disconnect between the administration’s “Global Zero” nonproliferation agenda and global realities?
